Julien Chevreau, French, was arrested as spy in Persian territory, were British forces were there preventing the entrance of German and Turkish forces to Mesopotamia, then he was sent to Baghdad, and after that he was put in a camp of Turkish prisoners war.

In case of arrest… the arrested person…must be given an opportunity … to communicate with the consul of his country if he request it. Britain was liable for the failure to make proper investigation after the arrest, but not for the arrest as such
